Underbuilt parcels

An underbuilt signal points to a possible gap between existing improvements and a parcel’s development potential. Useful starting facts include lot area, existing building area and the available zoning information. A small building on a larger lot can be interesting, but size alone does not establish what can be built.

Setbacks, access, parking, easements, infrastructure and other site-specific conditions can change the picture. Use the signal to identify a parcel for further review, then confirm the applicable rules and physical constraints before assuming additional buildable area.

Recertification and code violations

Building age and public compliance records can identify properties that warrant a closer look at inspection or repair activity. Recertification research should connect the relevant building information with the responsible jurisdiction and any available official notices.

A code violation needs context: the issue recorded, its date, its current status and any related permits or remediation. An older record may have been resolved. A flagged property is not automatically unsafe, distressed or available for purchase. Confirm the current position with the issuing authority.

Rezoning and land development

Planning activity can raise questions about future land use, but a proposal is different from an approval. Review the stage of the process, the affected parcel and the official documents before assigning value to a potential change.

Vacant or lightly improved land can also merit investigation under its current zoning. Access, utilities, environmental conditions and site geometry influence feasibility. An attractive map location or nearby construction does not, by itself, prove that a development plan is achievable.

Compare evidence before prioritizing

Look at why a property was flagged, the source information available and the facts that still need confirmation. Where a score or confidence indicator appears, read the explanation alongside it. Use the same research questions across properties to make comparisons more consistent.

Keep the search area and category aligned with your goal. A shortlist is most useful when each property has a clear next action, such as checking a permit, obtaining the current zoning information or speaking with a qualified local professional. No signal promises a return or a successful acquisition.
